Our Proposal

Concord Pacific, together with W.T.Leung Architects, has submitted a rezoning application for their property at 1795 West Broadway (the “Burrard Project”)
under the Broadway Plan to permit the development of a 30-storey mixed-use tower at the intersection of Broadway and Burrard.
The proposal responds directly to the Broadway Plan’s call for complete communities and transit-supportive growth.

It is inextricably linked to its companion development at Broadway and Hemlock, where a 12,000-square-foot seniors centre will be delivered as an in-kind public amenity.

The Burrard Project helps to support this critical piece of social infrastructure—a purpose-built space designed to support aging with dignity, wellness, and community connection. In this way, the project participates in a broader city-building effort that acknowledges the interdependence of housing, care, and place. 

The Urban Role of the Burrard Corridor

Gateway To Downtown
Burrard Street is one of Vancouver’s most prominent civic corridors, functioning as the west side’s primary gateway into the downtown core. The view from Burrard Bridge—framing the skyline, North Shore mountains, and English Bay—makes this corridor both symbolic and distinct. Developments near Burrard and Broadway must respond with architecture and public realm design worthy of this axial prominence.
Cultural & Coastal Threshold
North of Broadway, Burrard links the city to its waterfront assets: Kitsilano Beach, Vanier Park, the Planetarium, Maritime Museum, and the historic Seaforth Armoury. It is also the entry point to Sen̓áḵw—a landmark Indigenous-led development transforming the edge of downtown. This makes Burrard a vital cultural and civic threshold where city, coast, and community meet.

Architectural Continuity & Urban Rythm
Burrard is already defined by bold architecture downtown and at Sen̓áḵw. The Broadway intersection offers a key opportunity to extend this architectural dialogue across the bridge. The Burrard Project can respond with sculpted massing and expressive public realm, completing a civic sequence that stretches from the heart of downtown into Vancouver’s west side.
A Site For Civic Gesture
As a critical point in the Broadway Plan’s public real network, the Burrard intersection is more than a transit stop—it is a canvas for placemaking. Through a generous corner plaza, hydrology-inspired design, and landscape integration, the Burrard Project transforms its site into a public-facing civic room—a local landmark that contributes to the life of the street and the identity of the corridor.
Located adjacent to the Burrard Bridge and on the threshold of the downtown peninsula, the project contributes to the creation of a gateway worthy of Vancouver’s civic identity.
Today, this junction is evolving into a new epicentre of civic life.

Its proximity to key transit infrastructure, including the Arbutus and South Granville Stations, positions it as a future-oriented node of sustainable urban living. At the same time, it is flanked by diverse urban typologies, from historic institutions like the Seaforth Armoury to transformative developments like Sen̓áḵw that speak to the area’s layered identity and future potential.

Project Overview

Where is the site located and what is there today?

The site consists of the property located at 1795 West Broadway, situated on the northeast corner of Broadway and Burrard where a gas station is currently operating.

What is Concord Pacific proposing?

Concord Pacific, together with W.T. Leung Architects, has applied to the City of Vancouver to rezone the property at 1795 West Broadway which is located in the Broadway Plan area. The application seeks to develop a 30-storey mixed-use building comprising of strata residential and commercial uses.

The vision for this development is to create a diverse residential community that complements the surrounding neighbourhood, providing new housing, community-serving retail spaces and public plaza space to foster a vibrant public realm in the Broadway Corridor.  

The proposal seeks to allow for the development of:  

  • 239 residential strata homes
  • Community-serving retail on street level
  • A corner public plaza, providing over 4,000 sq.ft. of publicly accessible open space 

Where is Concord in the planning process? Has this project already been approved by the City of Vancouver?

A formal rezoning application was submitted to the City of Vancouver in July 2025. The project has not yet been approved and will be subject to the City-led public process, which includes further public consultation and review by the City’s Planning, Engineering and other relevant Departments and committees. The timeline for the City’s rezoning application process followed by the development and building permit process. 

How long will construction take?

Subject to approval from City staff and Council, construction of this project would take approximately 3 to 4 years. 

Community Benefits

Will there be a restaurant or gathering space for the public?

Yes. The project proposes a public plaza and café (in the ground retail space) on the corner of Burrard and Broadway, which will serve as a gathering place for residents, commercial and residential neighbours.

What kind of amenities does this building envision for future residents?

Proposed amenities for future residents include a gym, meeting room and garden space.

What is being done to mitigate traffic impacts?

Concord Pacific has retained a traffic consultant to complete a comprehensive traffic analysis and will comply with all transportation requirements of the City rezoning process. Upon completion of their assessment, a report will be submitted to the City as part of the rezoning application and will be subject to rigorous internal review by the City’s Planning and Transportation Departments. 

How much parking will be provided?

Seven levels of underground parking are proposed with a total of 150 spaces: 147 spaces for residential use and 3 spaces for commercial use. Although the City has eliminated minimum parking requirements, Concord has chosen to provide 147 residential parking spaces for 239 homes. We anticipate future residents will utilize public transit and other sustainable modes of transportation.
