Contextual Alignment with FGBA Urban Framework

Urban Continuity Across the Street
The urban morphology and street interface conditions of this site mirror those of the FGBA directly to the west. The proposed massing, public realm activation, and programmatic mix of this development reinforces the emerging urban character envisioned for the FGBA. The proposal strengthens the FGBA framework by extending its scale, form, and public realm ambitions across Hemlock and Broadway, anchoring the southeast corner of Broadway and Hemlock in a cohesive urban gesture.
Granville Bridge Gateway
The site’s location on Hemlock grants it a role in shaping one of the most visible and symbolic gateways into Downtown Vancouver. As such, a more pronounced architectural expression through modest height increases, public realm generosity, and sculpted building form serves as an urban design signal for a gateway to downtown Vancouver.
Supporting the Broader Urban Strategy
The Broadway Plan envisions bold, transformative growth within walking distance of rapid transit. Although technically outside the FGBA boundary, this site falls within the Provincial 200 meter radius to the Broadway-Granville transit hub and will directly benefit from (and contribute to) the same high-capacity urban infrastructure. The project’s mixed-use composition with residential, hospitality, and public-serving components offers a varied program that aligns with the City’s aspirations for transit-oriented, complete communities.

Project Overview
Where is the site located and what is there today?
The site consists of the properties located at 1368-1398 West Broadway situated on the southeast corner of Broadway and Hemlock. It is occupied by a gas station that is no longer operational and a vacant, one-level commercial building.
What is Concord Pacific proposing?
Concord Pacific, together with W.T. Leung Architects, has applied to the City of Vancouver to rezone the properties at 1368- 1398 West Broadway which are located in the Broadway Plan Area. The application seeks to develop a 35-storey mixed-use building comprising of a hotel, seniors center, commercial uses and market strata homes.
The vision for this development is to create a diverse mixed-use community and tourism hub that complement the surrounding neighbourhood, providing new housing, community-serving retail spaces, public plaza space, and hotel facilities that foster employment opportunities and stimulate economic growth in the Broadway Corridor.
The proposal seeks to allow for the development of:
- 257 hotel rooms
- Close to 25,000 sq.ft. of community-serving retail, including a ground-floor café and lounge and large fitness club on the 2nd floor
- 12,000 sq. ft. dedicated to a new seniors’ community centre on the 3rd floor
- 172 market strata homes
- A corner public plaza, providing over 4,000 sq.ft. of publicly accessible open space
Where is Concord in the planning process? Has this project already been approved by the City of Vancouver?
A formal rezoning application was submitted to the City of Vancouver in July 2025. The project has not yet been approved and will be subject to the City-led public process, which includes further public consultation and review by the City’s Planning, Engineering and other relevant Departments and committees. The timeline for the City’s rezoning application process followed by the development and building permit process.
How long will construction take?
Subject to approval from City staff and Council, construction of this project and its companion initiative at 1795 W Broadway would take approximately 3 to 4 years.
Community Benefits
Do we need more hotel rooms in Vancouver?
For the past 15 years, the number of hotel rooms in Vancouver has been in decline due to several overlapping factors including hotel closures, conversions to residential uses, competition with short-term rentals, challenging land economics, zoning restrictions, and the impacts of the COVID-19 pandemic. The City of Vancouver noted in their 2018 Interim Hotel Development Policy that hotel rooms declined by 1,105 over the past decade. In the wake of the pandemic, this number is now above 3,000.
In 2023, Destination Vancouver released a study warning that Vancouver risks losing its competitive edge without new investment in hotels, which could result in:
- $30 billion + in foregone output
- $16.5 billion + in foregone GDP
- 168,000 FTEs of foregone employment
- $7.5 billion in foregone tax revenue
The project is a major investment in the future of the Broadway Corridor. The proposal will help address the declining hotel room supply and boost tourism, whilst improving employment and access to housing in the Broadway Plan area. The new hotels and retail space will bring significant employment benefits to the local economy, both during construction and once in operation. It is estimated that the hotel development will generate approximately hundreds of employment opportunities.
How much will a hotel room cost here?
Concord Pacific envisions a mid-tier hotel that will cater to both leisure and business travelers. Room prices will be driven by the market at the time of completion.
Do we need another seniors’ centre in this area?
Yes. Seniors constitute a significant portion of the neighbourhood’s demographic. 2021 Census statistics indicate that 22.7% of the South Granville/Fairview population is 65 years and older, which is on par with the Shaughnessy and Oakridge areas.
Who will operate the seniors centre?
The South Granville Seniors Centre has been operating out of a church at West 12th Avenue and Hemlock since 1983 and is in need of a larger, modern space. The non-profit provides over 2,000 seniors with a welcoming gathering space and a variety of programs and services aimed at promoting healthy and independent lifestyles.
What amenities will the seniors centre have?
Proposed amenities for the seniors community centre include dedicated front and rear private entrances with elevators, ample outdoor space with two terraces, parking spots plus a reserved HandyDart space for full accessibility. Concord Pacific is currently working with the South Granville Seniors Centre to ensure the designated community space fits their programming needs.
Will there be a restaurant or gathering space for the public?
Yes. The project includes a large provision for a public plaza and café on the corner of Hemlock and Broadway, which will serve as a gathering place for residents, commercial and residential neighbours as well as hotel guests. The building has been set back along Hemlock to create a welcoming entry.
What kind of amenities does this building envision for future residents?
Proposed amenities for future residents include a gym, meeting room and garden space.
What is being done to mitigate traffic impacts?
Concord Pacific has retained a traffic consultant to complete a comprehensive traffic analysis and will comply with all transportation requirements of the City rezoning process. Upon completion of their assessment, a report will be submitted to the City as part of the rezoning application and will be subject to rigorous internal review by the City’s Planning and Transportation Departments.
How much parking will be provided?
The project proposes 253 vehicle parking spaces: 160 residential spaces, 83 commercial spaces and 10 spaces dedicated to the seniors’ centre. Although the City of Vancouver has eliminated minimum parking requirements, Concord has chosen to provide 160 residential spaces for 172 strata homes.
Given the transit-oriented nature of the Broadway Corridor, it is anticipated that future residents, hotel guests and employees will utilize the Broadway Subway Line and other muti-modal transportation options. With the City Market at the corner of Broadway and Granville coming soon, residents will also be able to access all their daily needs within close walking distance.
